you need to learn HTML first to implement the graphics you created to a website !

i think so many out there tutorials to help you solve this problems :
    1. Layout / Prototyping
    2. Designing by Photoshop
    3. Slicing your Photoshop Graphics
    4. Convert it to HTML
    5. Then , you need to learn how wordpress works so you can implement the HTML to a Wordpress Platform.

That's all things you need to do ! By doing a little work you will found so many tutorials on Google .

You've got the step-by-step hints. So your job now is to search all of these and make your first Wordpress Theme.
