Sometimes you just have to wait a day.
you could try through EB to verify it with a different country number. I know some people will see it as a flag but it often fixes the issue.
you could also fill in a 'wrong number' meaning you missed a digit or a + or something ( not an actual non existing number) and then fill in the correct one. Not sure if it's a thing but it seems for me that it deletes the old one and then accepts the real one.

How many accounts are you PVA'ing per Number/SIM?
I have noticed that after doing 2-3 accounts on certain cases it is "Shadow banned" per say. IG accepts the number but does not send text. Even on the original account PVA was used.
Also the method mentioned may help also

Yes verify via EB and use a real sim. Don't veryify more than 3 times in one day on the same account. Chances are it will get got.
