I'm trying to add a VBA to Paypal, but it keeps saying 'We don't recognize the device you are using' and it's giving me the option to receive a text. Now, I don't want to add another VBA as I think that would make Paypal suspicious. So, can I buy phone verification? And if I do, will this person send me a new number to add to my Paypal account? If some sells this or anything, please PM me.

Chances are the VBA is what is causing it. Normally Metabank, GMAC & Ally banks tend to cause the issue of wanting to confirm your identity.
Also, adding a phone will not work as PayPal will give you an error stating that it is not the original phone number registered on the account.

But they do provide the option for adding another phone number when asking for verification. Can't that work? I'm thinking of getting someone on reddit to receive the text and send me the code. One more thing, if someone does confirm it, can they use their phone to mess with my account?

its obviously not a good idea to add someone's else number on your account. I think there are BST's over here selling such services.. Explore and you'll find many

You can't add a phone to the account. The phone on the account it was originally created is the only number they will send the text to.
