They know now Google Voice numbers are used to create fake accounts with fake information. Those no longer works long term.

I have found a good solution for my own problem with a UK PayPal account, it worked, unlocked (from old phone om a 2fa), actually phoned them using the number, received the SMS loud and clear and have done 2 transactions since with no issues. HOWEVER, the service that I use, needs an ID verification, that took me just a day to get cleared. I have since gotten both a UK and US number with the same provider. The cost is about $2.64/mth ($31.64/annum) No set up FEE. BUT you must deposit $14, / £10, once verified, your up and rolling. You can chose numbers from many countries USA / UK / Austrialia etc . 20.Dec.21.

Argh if I say I get whacked for Promoting BUT I use: Z a d a r m a...remember you need to verify ID, deposit £10 and once you choose a number need to extend the service of that 'number' 3 months to get SMS, install both Desktop and Phone app. Have fun.
Any hint of which company is lasting 12 months?Bro just go out and buy a sim card and use that. Like a psysical sim card. Put it in some old phone, use it. Works like a charm
Do a bit of research before buying. I have a few sim cards that when you top up balance last for 12 months, and i have others that last 4 months. Different companies provide them.
So i have to top up the ones that last 4 months three times per year, in order to keep the numbers active. While the ones that last 12 months i only top up once per year.
Minimum top up around here is $2 bucks. So one sim card costs me $6 per year to maintain while the other costs me $2 per year.
Come to think of it, i should really get rid of the ones that only last 4 months and replace with the ones that last 12 months.
Eh.. not enough time in a day, plus im scared of change

By the way, regarding this thread, all VOIP numbers don't work with Paypal, and "difficult" banks like Bank Of America. I have tried a few since my last comment here.
Personally, I have resolved buying a real USA sim card ($3/month), I have got it delivered to me through cheapsimcard.com. It works with all kind of SMS verification, and using it abroad doesn't cost anything, when you use it with "Wifi Calling" enabled, so no roaming fees applied. Pretty good solution so far.
