Phone for people that wants absolute privacy & security

Well i got offer from my good friend that about 20 people wants to have fully private and secure phones, and they will pay good $$ for that.

So what can i do?
1. Buy pixel a6 phone
2. Buy portable 4g/5g modem with vpn function.
3. Install CalyxOS or GrapheneOS and all messaging app like Vickr, briar,signal, install secure mail and cloud backup and something more, disable camera and mic access, turn on airplane mode except wifi, enable panic auto wipe button.
4. buy and setup vpn on portable modem
5. buy and setup another vpn on phone.

That's pretty much it, how secure u think it will be?
Would it be easy to a hacker to hack that phone remotely or physically ? also as i understand it will use file based encryption. so ill put 12-13 words and symbols password instead of lock gesture.

I think you are misunderstanding something
Hacking & Privacy are two totally didn't things
Security on your device to prevent hacking is very different to security on your device to prevent data harvesting/spying.

De-googling your phone is done to prevent the latter and not necessary the former.
If you are just trying secure your device cuz you don't want to be hacked, then having strong passwords, and less apps, dont install sketchy apps and keep things updated always, security patches etc and secure internet encrypted connections always is usually more than enough unless you are being targeted by some world class/grade hacker.

If you are trying to prevent your data being leaked out on the webz or big company like Google/MS/Samsung/Apple etc then de-googling your phone is the way to prevent that.
Also, that itself only solves a bit of your issue for data privacy, you would need to consider and understand what each app is doing, for example, social media apps would leak your data regardless even on a de-googled phone.
