thank you <3Yes, it does change the IP address. When you turn on Airplane mode and then turn it off, the connection would first be lost and then reconnected, so it will change the IP address. The same thing happens when you turn off mobile phone and turn it back on. It is surprising that it didn't change your IP address. Please note, that most of the IP and the DNS remains the same, only some changes occur in the IP. I would suggest you to just simply try again.
thank you made, I just noticed I did not try the flightmode thingYes flightmode for like 3 sec and then turn flightmode off, after that your phone connect new to the provider and it will give you the wanted new ip adress.
I think the problem was that you just turned off 4g but its useless, u need flightmode
Keep 4G mode active then restart the phone, then your IP address will change to the new connection.I turned off my phone 4g and turned it back on so it changed the IP address but nothing happened, I read somewhere that this is supposed to change the IP, am I wrong?

If your carrier indeed uses dynamic IP addresses, there might be a certain timeout or period during which your IP address is "reserved" for your device, even if you switch it to "off". Therefore, you might try keeping the phone turned off for a longer time (a couple of hours) or in airplane mode, ensuring it's not connected to the carrier's cell tower.
if you were to change the phones imei but still use the same proxy, would this be considered a new phone by the cell tower and have it send a new ip rotation to the new phone?
