OP for pharma, go with SEO. As most of the good paid traffic source wont allow it. There is a other way like cloaking, but its risky.

You can promote offers via Google ads, if you own a actual pharmacy and the right licence, if you don't have it - you can partner up with someone that has it, and you give them % of the profits for letting you use their reputation sort of speak.

OP to Get pharma, go with Search Engine Optimisation.
As the majority of the paid traffic that is good origin won't allow it. There's another way such as cloaking, but it's own insecure.
