before buying an account first try appealing through the support inbox, sometimes ip violation bans get overturned if you explain the situation and provide your id. if that doesn't work then yeah create a fresh one but use an antidetect browser, fb links your old banned account to your new one through browser fingerprint not just ip. a new device alone isn't enough if your canvas fingerprint and webgl hash match your old setup.

buy new sim and you can use same phone to create account. (only if you have one accout get banned for that phone).
from that sim internet data use that account from laptop for some time.
also you can contact meta support for unblocking your account.

You can try to appeal it for all that's worth but if you're impartial to the account, just buy aged accounts or make a new clean one. New device, new number, normal behaviours with no automation for the meantime. Make sure the session is entirely different from the affected account.

that's a bit harsh as punishment for IP, are there any other violations that you had that they reported?

Uhm, I've noticed this happening for a few months now. One fine day, personal accounts are suddenly being scanned, and profiles are having problems due to Facebook's new policy. I recommend buying Business Manager accounts or finding a reputable provider to rent them from; they can be more reliable for a longer period of time
