i think the reason is spamming .. thats the main reason new accounts also get banned

@jürgen beptris What the hell did you do?? I'm joking. Well, it looks like your device, IP, location, etc. got blacklisted, and there is almost no way you can open a new account without them eventually banning you. So don't listen to those with suggestions as 'open an account in incognito mode'

You can buy a BM account, with the aged personal accounts connected. Prices for these types of accounts are around $150 + you need to buy a CC as well. If you will run WH campaigns, this should be fine.

If you want to go super safe then you have to buy a warmed up BM account (already run ads) which comes with a higher threshold (usually $250). Prices for these types of accounts are $300+ but are currently hard to come by with this coronavirus situation.
