Because you probably didn't understand what this service is about.
This is an account growth service, based on account management ( you know, follow/unfollow/likes ), and you can do that following people based on interests, hashtags used, similar profiles.... i think you got it.

So if you pick the Standard or Professional Package, we do this our self, we select best related profiles to scrape followers from, best hashtags to like other users pics and so on, we optimize during the management, deleting non performing ones on the fly resulting in more followers acquired per month. If you select the Basic package, you will have to provide hashtags(or usernames) that we will use to like/follow, speed is slower and results limited compared to Standard and Professional packages.

Hope this helps you understanding why we need hashtags when we don't post content.
