Update: After ignoring my emails for 6 days after I placed my order, on the 7th day and right after I posted here, the seller appeared on Skype and said he would refund me but didn't actually refunded me (I was supposed to be refunded yesterday).

I know sellers won't reply emails and will tell lies on Skype but what they actually care about is their reputation on this kind of threads, so I will keep posting here every couple of days until I get a refund.

Second update: 45 minutes after posting here the OP got in touch and instead of refunding my payment using the refund button on PayPal he sent me 95% of what I had paid as "pay for goods or services". The remaining 5% he refused to refund because he says he loses money with paypal commissions. So I ended up paying the commission for a service I didn't receive, plus I got lots of stress and wasted a week pushing and trying to get him to do his job and provide the service he had advertised in this thread.
