We try with many .edu sites but every site has its own acceptance rate. So it can have some .com/.ca etc links. Most of the times about 80% are .edu in some case even 100% are .edu

We have observed that it takes about 3 months to see the effect of these links. More such links you have the more impact they provide. Also there are other site specific factors too which contribute to the rankings.
