If you are looking to make just one website and embed links to it, than the starter package would be enough for it. You always have the option to upgrade your package as your site grows.

Hello, yes it should be fine as long as you do not host the files on the shared server itself ( streaming/uploading directly from shared resources is forbidden ).

Hello, you will need a dedicated/streaming server for that purpose. You can not host/stream files on our shared hosting/vps services.
Sorry webhost is located in RU, only RDP is located in NL.
