so... weekly refresh means I can trade in my pool for all new IP's each week, right? (So package of 40 would give me access of up to 160 in a month if refreshed weekly?

Also, think I read here somewhere one IP auth only. Is this correct? I have dozens to authorize (actually would be interested in much bigger package as I currently have hundreds elsewhere and looking to expand)

Also... any way to include Western Europe without Eastern? Western are all useful to me. Eastern are all useless.

I am afraid, not like that. Look, each time you press a refresh button, you get a part of new IP's. That means you will get about 10..40% of new IP's each time, randomly.

One IP auth or mask auth. Please take a look at Step 4.1 and 4.2.
