Well I wish I could say this has had a positive effect, but so far, it hasn't. The webpage on my main site (which links from the web 2.0 which received the link blast) has gone from:
51-58-63-59-63-80-86.
I've not seen the rankings change on this webpage that significantly since around December 2014, so it did surprise me how much the rank changed.
I'll update once I have my results, but it's looking to me like if Google punishes a buffer site, due to it having spammy links pointing to it, it'll also punish webpages that the buffer site points to.
I'll give it more time to see if this is a Google Dance and the webpage bounces back up, but if not I'll remove the link from my web 2.0 (pointing to one of my webpages) and see if that makes a difference. If things improve when I do that, then to me it's pretty conclusive that the Buffer Blast has had a negative impact rather than a positive one.

Thank you for taking time to review the procedure of "Buffer Blasting"! You have a right to give insight of yours and I have a right to add mine as well. I was ordered buffer blast for two Buffer URLs on entirely different subject theme.
First all I'd like to check how Google is treating your current buffers and see if it has really punished those or not. When you search the exact title of your post I can see the following results:
The first buffer page comes on 1st spot. (Title starting from 3 keys... *Can't be punished*)
The 2nd buffer page comes on 49th spot. (As of now since Title is completely based on KEYWORD starting from "facts about....") I am afraid to consider it a punishment as well.
Now coming towards MONEY SITE PAGE, I can only see a single backlink linking to it shown by AHREFS which is negligible when it comes to analyzing the backlink domain diversity of first page of results. I'd advise you to add more BUFFERs with unique readable content to test the results.
I think, only by blasting ONE BUFFER URL per keyword to test the end result is not a wise idea to conclude things.

Review:
I have received the detailed report file from seb_ali after just one day with a lot of more link bonus. Layer 1 has ~900 links from different domains with at least decent PR1 and redirect 301 links. Layer 2 has over 10k links for boosting the first layer. Perfect TAT and all links are decent.
Recommend!
