What exactly do these links do? are they just high authority backlinks?

They're ludicrously high authority rented links on a Russian link market called SAPE. The links I filter out are really powerful, but since SAPE is a known network there's a bit of a risk to using the links. SAPE is typically considered the single most cost efficient source of powerful blackhat links, but google is known to wipe out massive parts of the network time to time as a public statement so keep that in mind.
