Seems like this service died. Does anyone know where else I can buy preloaded bing/facebook ads account? I know there's a guy selling coupons but I'd prefer buying an already made account and not going through verification.

Seems like it's not possible to activate a BingAds Account with just a coupon anymore...you'll need a working Credit Card or Debit Card (NOT Prepaid ones, like Entropay, they are not working). If someone knows where to get these cards in massive numbers please share.
