We are not working for Amazon, so I can't answer that question.
I guess you can read that at Amazon site.
This product is very new on the market and all concept about it, so I don't think that have any rules about it.
But check it yourself to be sure.

No, but it can do something much better and that is to redirect user.
With popup you can't do much like with showing full content page to user.
