Received my order of 30 2.0 buffers.
I got an over delivery of 2.0's, I got over 35 in total. This was a great thing. All 2.0s were of good quality.
The tier two were all contextual are promised, and all had page rank. From 1 - 7, surprisingly I did have a couple PR 7 links to power these up. This would be costly to even buy PR 7 manual comments in the market place. I also received an over delivery of these tier two links by about 50.
It took a little while to get my report, but I did order the largest pack of links. Just under two total weeks to get the final report, and I must say I am happy. I will be ordering again.

Yes, it will work, you will get link from related page where content is English, but google understands very well different languages, you will get good quality backlink.
