No, you can install it on a server without any admin panel whatsoever. Most likely your hosting environment does not meet the requirements.
Forum Generator will not work on DreamHost, because it does not meet the hosting requirements; it does not allow full cron access.

If you can set crons to run every minute, cURL is enabled, PHP 5+ is running, and you can use exec() to execute shell commands through PHP without issues, then yes.
Well, it was Sunday yesterday and today is Memorial Day here in the states, so you shouldn't expect a response, but we have responded to all open requests. Try emailing support directly rather than using the built-in tool; some hosts block those emails. Also, if Dreamhost still does not allow you to set a cron to run every minute, then Dreamhost will not support FG. Simple as that.I still waiting for support to contact me. Been a day now

You can install FG on an unlimited number of domains. I'll PM you the demo link.
You can put your own links in, but FG automates the process of linking from any keywords you select to whatever sites you select. You can create sub-forums using phpBB quite easily and assign different keywords to each sub-forum.
You just need to make sure you've got some links out there to the forum so that Google can find it. Once they do find it, it may still take some time for it to get publicly indexed. No different than any other site, really.
Feel free to join the support forum and read some of the previous posts there about how to go about doing this. This level of support is well beyond the scope of the product itself, but the other customers and I have discussed some options and methods on the support forum.
