I used Safex for two different Web 2.0 circles and they pretty much delivered the quality that I would have expected for a service on BHW.
My main niche(s) are local so ranking isn't incredibly difficult. Normally with reviews I list the good, the bad, and the ugly so that's what I'll do here!
The good
They always deliver on time and generally over deliver.
There was one instance where they accidentally updated blog posts instead of creating new blogs. They immediately fixed it for free.
Any time I had a stupid question, the answer was always given almost immediately, making communication great!
If you're on the hunt for some easy tier two links that also include the password and e-mail addresses then this seems to be a great choice.
The bad
The English isn't great by any means. Some might find this to be bad but I expect it from a service like this. I am more than willing to log in, fix some issues, add some pictures (which they already added), maybe a youtube video or another post so it wasn't an issue for me.
Some of the Web 2.0 sites are free for a trial period and then your site goes inactive due to lack of payment. When I say some I mean this is maybe 1 out of 25 or more. If you're keeping track on all of your sites then this isn't an issue.
Some of the Web 2.0 do not actually offer back links. They offer a redirect service such as web20.com/?redirect&url=domain.com which forwards to your website. Again, this is like 1/20, 1/25 so it's not a worry for me. I simply remove it from my list of sites to blast.

All in all if you want an easy way to get a ring of web 2.0 sites then I'd definitely use this service. The only reason I stopped is because I am very particular with how I blast my tier 2 and I was getting too big of a list so I'd never catch up if they kept going. So essentially I paused it for now and will go back when I need them. All in all it's solid work.
