What do you recommend, index only tier 2 links and leave tier 1 to index naturally? Or index all?

That is how all link indexing services works. You have daily credits that you need to spend or tomorrow you will get new set of credits.
We have RPC option, so you can enter link processor RPC in wordpress without any plugin.

You simply copy/paste them and press submit button or upload .txt file with links.

I would suggest you to check each service sales page and compare features and prices.
What I can say is that Link Processor has lowest prices and some extra features that other indexers don't have.
