Yes, you can point these to tier 1 PBNs, few others do this as well. You can submit unlimited urls in spintax format. Foreign keywords are ok but article content will be in English.

Results depends on many factors like your site link profile, competitors sites, On page etc. Good to know that you ranked 18th from 200th+ position with my service.
