Future optimized means that we use safe techniques that wont be something that wont work in the future. Like before Panda you could rank with just amount of links, but that was too long ago. Also implementing authorship, placing local related links, 100% copyscape text and lots of others "small" things we have learner through the years, that makes the bigger picture. You got refund if you dont get SERP improvements within 90 days, this is the time we have evaluated to feel 70% of the campaign. After the links get indexed and Google update the SERPs.

1. Yes it is no problem, even we make it more specific to optimize the local searches. Like placing local links ect.
2. Yes, since the penalty we remove the penalty. We got two approaches to remove penalties and always works for us. Also this is why we have included badlink removal. I see everyday people with duplicate domains URLs like 30-40 times, and scrapebox to tier 1, and all like this reasons for penalty.
