been using the lowest package (Netherlands) for few days already to run GSA and captcha sniper and so far still ok.
Before i moved to this vps, i was paying $10/mo for the same hardware spec and 10mbps downlink. For few dollars less (~$7/mo), im getting more than 10mbps so i have nothing to complain here.
By the way, i could not run bookmarking demon and web2rule. It seems they run in the background then exit after few seconds. Is this normal? my email is usong725 [at] gmail.com

You must understand this.
When you buy something virtual every specs of your machine is virtual.
So
The 4 GB ram is virtual (like virtual memmory in windows or you can call it swap i think)
PS: i write this because if you don't read and learn (some say dont read to much act and readers are loosers i will not take part of a future conversation if it exist because i dont master my english and adrenaline explosion)
then this will make faulty decisions to be made.
e.x. Ohh i can buy cheap vps outside blackhatworld yes i am smart.
Conclusion
there is no magic in vps.
you cannot buy cheap physical vps
you use vps for some reasons.
a. better specs (virtual yes but server side instructions cpu ,ecc ram, net speed and bwidth)
b. be more safe spamming (or making links)
c. make experiments (you loose only the money you gave not your home machine)
If you want and need of a lot vps the consider 180+$ (without much faster speed than this thread operator i think 1GBPS cost about 1500$) think now how much money you must sell something to have profit (and there are some there expenses) I dont mean that thread operator is holy man nor working for red cross
Cogent is about $500 for 1GB link but if you go to Level3 and all others it's about $1500 to $2500 per month.

We could use shared RAM and Shared disk but Disk I/O won't be enough for usage done with SEO tools
Also Windows VPS are much less oversold than LinuxVPS where you can surbook all as much as you want (or near)
Linux VPS don't use memory as Windows, Cpu are also not a nightmare as windows, last but the most important Disk I/O is less important on Linux and you can setup special param for get some tuning on global server.
The Cost of a windows VPS is affected a lot by License but also by ressource used by Windows.

There is not much negative post, we're have more than 2000 running VPS and you can count hundred on BHW from this thread easy.
The only problem i saw is few people report slow speed at speedtest.net. It's look a good way for testing speed but the way it's done it's very badly done.
If your tech you will understood it. Speedtest.net use a lot of Disk I/O for benchmarking the speed. Why not use RAM, no idea.
Right now there is no shaping and no guaranted on disk i/o. We manual shape customer using VPS a dedicaced server
We have enable a new feature that's let us guaranted disk i/o and allow burst disk. As new feature, we will push it on all server in middle of april once beta run fine after 1 month. We have more than 150 servers and we look at each server once we received warning of high disk i/o. With this new feature result will be Guaranted.
We will also publish guaranted disk i/o per VPS, try to find any windows vps offer with such information ... Even on linux plan where it's easy to do it, most don't display it and oversold their VPS.
None customers on SSD or SAS report some speedtest.net issue, simple, disk i/o are *2.5 to *5 the speed of SATA. Disk i/o need for speedtest.net flash application is much enough for perform good result or best result.
A bit technical, and maybe very confusing with my poor english skills but hope that's help to understand how it's work.
