Missing ~30mbps then, we can tune the vps over disk i/o need setup special disk controller, open a ticket and we will setup it for you.
Check also if you have virtio network driver. Last but not least, we do software shaping for limit 100Mbps VPS. We've saw on Dallas VPS that's all vps go down very slow in network, and remove it was the solution. But i don't think that's apply to phoenix server. Only happen on specific network card.
From my test another server i had 400Mbps down / 300 Mbps up at houston so that's not a datacenter issue.
We will add some "shaping" end of this month or next month for prevent abusing of disk i/o. right now if a customer want use all disk speed he can and we need manually shaped it for prevent other customer latence. Could be that's too. You won't see it in using your VPS because it's not visible on application you ran or on windows but on speedtest.net it's need FAST disk access else the speedtest will be slower in result. That's why a better driver for handle disk help for get better speedtest.net result
When apply such tuning you can't reinstall Windows without asking us to reinstall other disk controller.
