I guess you are only using web 2.0 sites that provide do follow links?
If I buy a package for a foreign language keyword, will the 400 words text then be written in this language? and the tier 2 links from LinkWorm will be in english with a foreign language anchor text?

Unfortunately I can only do these in English. The best I could do for you would be to run the content through Google translate before posting.
