Ordered the 25 blog post package. Some websites with no or low backlinks so I don't understand how that website got it's current pr. Received report 4 weeks ago and waited to see any ranking changes. But 23 out of 25 his websites have been hit by Google.

Seem I have a similar situation as these two:

I did notice that at least one fake Page Rank domain (a PR 6 didn't have the links to back it up or PA/DA beyond 1).
