You would see a stickie at the top of a category in the forums. Typically it is used for threads that are significant in terms of information or for an advertiser that pays to have his thread at the top.

I know SEO is referring to the BST section here: http://www.blackhatworld.com/blackhat-seo/f73-marketplace where you see the "please read" before the title of the thread and at the very beginning of where the threads are shown for that category.

Below is an example of what that looks like for this section - http://www.blackhatworld.com/blackhat-seo/f112-proxies-sale. The green Please Read gets your attention so the advertiser has a better chance of you seeing the thread and perhaps clicking on it so you can see the offering.
