We received a reconsideration request from a site owner for http://xxxxxxxxxxxxxxxxxxx.


We've reviewed your site and we believe that http://xxxxxxxxxxxxxxxxxxxxxx still violates our quality guidelines. In order to preserve the quality of our search engine, pages from http://xxxxxxxxxxxxxxxxxxxxxx/ may not appear or may not rank as highly in Google's search results, or may otherwise be considered to be less trustworthy than sites which follow the quality guidelines.
For more specific information about the status of your site, visit the Manual Actions page in Webmaster Tools. From there, you may request reconsideration of your site again when you believe your site no longer violates the quality guidelines.

It's very clear there are new backlinks appeared or indexed after submitting disavow file via GWT.

Since you have requested here , let me answer one by one. yes, I did checked your project history and i found some serious issues.

2nd Reconsideration request Project History:
Jan 20, 2014 06:20 AM - You have received 2nd reconsideration request file from gokul
Feb 4, 2014 05:31 PM - Your second reconsideration request rejected by Google

Possible Reason:

1) As you can see your Feb 4, 2014 05:31 PM Google response, They have mentioned few reference links which is still violating Google Guidelines.

2) After submitting disavow file ( Jan 20, 2014 ) there are more than 38 new backlinks found ( 17 low quality, 4 unnatural links, 11 Average link with commercial keywords ( more than 3 commercial KW's found within single page ) , 6 Good links ), this is the main reason you've got rejected.

Conclusion:
After submitting Reconsideration request you've ( or your competitors ) build links that's NOT " quality,relevant or right method ", we only redo the work again; if the links remain same quantity when you ordered or you've build " quality,relevant links" and still you received negative response from Google.
