If you guarantee link to be active or replaced only for 1 month, this is not permanent, but more like link rental service.
The links are permanent, because you
don't have to pay a monthly fee in order to keep them alive. If it was a rental based service, you would have to pay $45/month for each link - and this is
NOT the case. If Tumblr doesn't take the blogs down - the links are permanent. Because I don't own Tumblr or work there, I can't predict what they are going to do next. I can guarantee you though, that if they take the blogs down within 30 days after you have paid, I will replace your link with another one. Up until now, not even a single blog had any issues in the past, and I don't see any reason for it to be changed.
Remember, this is not a blog network, and only 15-20 customers will be served for each blog - which will significantly lower the risks. Other services here are serving an unlimited number of clients, and eventually many blogs are being removed - and you don't get anything if that happens.
Only death is certain, so I can't guarantee a lifetime placement for your links (and no one else can guarantee it).
It's up to you to make a choice.
