Web 2.0 are stand-alone mini-websites, usually with just 1 page. They can be used to create a relevant piece of content (relevant to your main website) and can then link back to your main website. This gives you website a "vote"/backlink from a relevant webpage/website.

They are a great way to build cheap links. Though if you want to rank you will need some stronger links as well from PBNs.
