but time out for proxie test has always been 45s

may I ask you for testing your proxy list with 2 sec timeout option for once. I'd like to know how many proxies I can get with such conditions.

if you want 2 second time out go private proxies
my service runs on 45 . the waste would be 98% of
what i do - 99% of public proxies will time out with that
setting...

the speed of your internet really has nothing to do with using a proxy
but i have a strict rule of avoiding sales with new members
low post users - old accounts with low posts
and accounts 2/3 yrs old with no activity that suddenly want
to start buying products, i have found this avoid 99% of scams
chargebacks, payment unauthorized
