How would this work on a 3-week old Squidoo page with some seo work, ranking for a medium-high competitive keyword?

Please would this work on a site that was affected by Panda and penguin, I am still showing with thousands of links to my website but not ranking for any of the keywords (from No 1 to zero). I must add, I am still ranking for a few keywords, but lost most! Kindly let me know as i would like to revive the site.
