Yes it can be drip feeded 5-10 links per day.
30% of links in 100 and 200 links packages are PR3+.
For new websites I DON'T recommend to buy this packages, start with smaller sets.
TLDs are mixed, .ru sites used only for orders with a special requirements or if no other links available.
Random mix of home/inner pages, lower PR are always inner pages.
