I am using this service for a few weeks now and it works very good.
Sometimes the proxies are not the fastest (but in the admin interface you can choose to only get proxies "from top 10% of all proxies") which I do most of the time.
I mostly use those proxies with ZennoPoster to register new accounts (facebook, twitter, yahoo, hotmail...).
I think what most people don't understand in this thread is that you get a new ip "on every connect".
So if you go to a webpage that shows your ip hit refresh it will show a different ip on every refresh.
This means you don't need to worry about getting new ips every 24 hours / month etc.
I think this is a great advantage over other services.
What you should also know:
The service is bound to your ip.
This means you login to the admin interface on the proxyrack webpage and enter your ip.
After a few minutes the proxies will work (without any further authentication like username/password).
But if your ip changes, you need to login and change your ip again.
