Also, I have a paypal Canada account which is 5 years old, but I am looking to start fresh, with new details and everything on eBay, so would it be better to create an account..or does new paypal has any limitations over old one?

I created a payza account that is business account type.
I already submit my website and get approved. But in The last step that is Proof of address they ask me for Billing Documents like: Bank Statment , utillity bill or phone bill.
The problem is the utilitty bill and phone bill documents from my house isn't in my name cause I live with my father. So the documents are in their name.
Can you provide a utility bill or phone bill from Portugal that contains my name and my address to get verified?
Should I include my foto in the document to get approved by Payza or isn't need?
