I am really interested in this. I just have a couple of questions first though.
1. I have a PayPal that is limited "for good" according to PayPal. Will showing these documents to them help in anyway? Or would you be able to sweet talk them into removing the limit? The limitation I have on my real PayPal account gives me no option to get it appealed.

2. Would we need a proxy for the already verified accounts with a recent transaction because wouldn't PayPal notice the IP change?

3. You said we could buy the documents separately right? So if we get a card verified paypal and then that gets limited, we can buy the documents?

Not all documents, such as Proof of address/ID have been given to paypal, so in the end they'll limit your account anyways... right?

From my own personal experience, yes you will get limited, its just a matter of time before they want more info. Usually depends on your account activity at just how fast this limitation comes.

Meaning the 200$ verified paypal account won't have that problem, right?

Yes, you can eaily cash out the money from any ATM worldwide as like Payoneer.

2- No proxy needed. I will guide you how to use it.

3- Yes, if you purchase a card verified PayPal account and after some time when you crossed $1K to $1650 then PayPal will ask you to provide documents. Then you can request me to hand over you the documents associate for that account

Why not? PayPal has its own rule and regulation. They even limit business account. they can do what every they want? I am using 2 paypal accounts with all documents verified and still using it nicely with no issues.

1- By adding bank account or something will not make your account limited until and unless you do some illegal activities.

2- The bank only block the account if they found some suspecious activity like money laundring etc. You will loose the funds and cannot be restored

3- If you have a US bank account then you don't need US PayPal, you can add US account to any country.
If you order then I will create a verified PayPal account with ready documents.
