Just paid for a VCC for PayPal USA with Bitcoin. Let's see how well this service works! Will update my reply when I get my VCC and if it does or doesn't work for my PayPal account.

Permanent limitation as in they requested photo ID and other verification or permanent limitation as in they figured out the documents were fake and just basically closed your account? PayPal is really stupid. They always find reasons to lock your account even if the information is completely legitimate. A friend of mine had his PayPal account for 7 years and just recently got a hard limitation and PayPal requested his ID and a photo copy of his SSN card. He had his bank account and debit card both attached to the account and yet he still got a hard limitation for no reason at all. He doesn't do anything illegal or even suspicious on his account. It's like PayPal just does this so they can in a way "harvest" your information or try to get you to close your account with money still on it so they can try to take it.
They're a frustrating company to work with and I've hated them for years. I just try to maintain anonymity so I use fake information but I don't even do anything illegal and yet my accounts always get limited. I've lost hundreds of [US] dollars from PayPal adding a "soft limitation" to my account that never got lifted. I offer my services and products through Selly and I've had around 50 successful orders within a month and had no issues up until now. I can't send payments or buy anything because of this so-called "soft limitation" that's on my account. However when I call PayPal, they tell me "There doesn't appear to be a limitation on your account. Our security just isn't letting this transaction go through." Keep in mind that it's not a single transaction. I've tried sending money to other people (not just one person) and I've tried buying stuff and it still doesn't work. Then they say "Our security goes through over 200,000 checks on every transaction. If I knew what caused your problem then we as PayPal staff would know how to circumvent the security for our own personal gain. So we don't know why the system is declining your payment. You can try adding a debit card or bank account and withdrawing your money."
Another thing that should be taken into consideration is how bad of liars they are just because they want to keep your money, assuming that's even legal.
I ask them "Is there any other way besides adding a bank or debit card that I can get my money sent to someone else?"
"No sir, I'm sorry. The system isn't letting you send any money and we don't know why. All we can suggest is that you add a bank account or debit card and withdraw your money into that. We cannot force the system to allow you to send the payment. The system won't let you send the money."
To which I reply, "So my money is just frozen in the account, right? I can never get it back?"
"Not unless you add your bank account or debit card and withdraw the money."
PayPal's a real winner in my book of the largest scams. Either way, sorry for ranting to you. I'd just like for everyone to know my horrible experiences with the annoyingly corrupt service known as PayPal.
