There are no secret numbers. Do tests and see what works good for you.

I don't recommend following to many people (if they don't follow you back).
Make it look real. If you set 30 seconds interval, and let it run for 24 hours, than it will follow about 1400 users. THat's a lot, and it's not good. The difference between followers/following should not be greather than 300.

So keep it real, and do tests.
