Can the op please explain to me with a little detail on how exactly the gateway unlocks and detects when a user has completed an offer?

CLP V2.0 uses two methods to unlock (you can choose for each locker you setup).
These are: postback OR timer.
Postback - in simple terms, CLP would generate a tracking pixel which would be placed on the advertiser's offer (majority of networks allow you to do this via your affiliate manager or control panel). When a user completes an offer, CLP knows the offer has been completed and the gateway will unlock.
Timer - exactly as it sounds. You set the length of time for the gateway to unlock after. So if you choose 60 seconds, the gateway will pop up, and after 60 seconds it will automatically unlock (whether or not they have completed an offer).
Postback is the most accurate, but takes more time to setup than a timer. From our testing, using a timer with a 2 minute wait converts just as well as postback. Some users might even complete 2 offers if they are still waiting
