Sure Mike, The network is closed but people cancel for whatever reasons they may have, when that happens we go ahead and accept someone on the waiting list, and the links appear to grow because we accept a new customer while the customer that canceled still has their links on the network for the remainder of the billing cycle and at the end of the customers billing cycle their link(s) are removed unless they requested a refund then the links are removed immediately. So you may see the number of OBL fluctuate, that is normal.
