I have a question, don't know if this was answered already, but do u offer ur service to sites who r specifically targeted to certain countries? mine would be very specific to canada, and even more so to french speaking canadians, in quebec.
let me know if this is possible? also my site is fairly new, so it would probably only use the bronze package, and any recommendations as to how to split it?

I don't have a separate database of targets, meaning that regardless of whether or not your site is to french speaking Canadians in Quebec or to english speaking people in Antarctica, the links I would build would be the same. Google sees links from unrelated resources and languages as natural.
If your looking for something specific to a country/language I do not offer it, sorry.
Regardless you should send a lot of links to tiers with Lots of anchors and less links to the money site.

Yes, but no bookmarks. I would start small, you can always add, but its hard to take away. So I would go bronze.

Thats a subjective question. If you started a site 3 weeks ago and you buy the monster 150K package and bomb it all at the home page with a single anchor text, yes thats going to be detrimental. But if your working with a 2 year old site and you use a diverse amount of anchor text and use inner pages of the site etc... then it may be fine. There are no guarantees in the seo world, but I always go for safe not sorry. So if in doubt go with the lowest package and send some to the money site and some to Tier properties.

This isn't going to get you much actual traffic, its only for ranking in the SERPs. So I would say with a month old page, don't point a bronze package right at it, I would send a lot to tier properties and only a couple thousands or few thousand to the actual page. Also I would try to use 100+ anchor texts if possible. LSI included.
