Right now only USA fans are available in country targeted fans.
Website likes are different from fanpage likes or post likes.
Website likes are mostly used for social signals, where as using fanpages
you promote your brand to your fans with day to day update.

We never had any issues with the removal of fans unlike other service.
Its usual that there will be around 3-7% of drops depending on the page
but you will be provided with more fans than ordered.
So that even if you loose some of them you will still have what you ordered for.
