I'm a noob so sorry for the questions.
I have a brand new site (1 week old) with little competition Most of the front page sites at google are classified ads sites. I have done manual backlinking to some nice PR4-PR6 .edu sites, I guess 20-30 links. Hope they stick.
My question is, for the XRUMER and Scrapebox blasts do u use anchortexts?
I would love the U-NET programs but my site is in Spanish...

Yes we do use anchor texts with the Xrumer/Scrapebox Blasts.
To use the u-net for sites in another language you need to provide the 3 spinned articles!

I am trying to fill out the ticket to create the u-net and I am wondering what exactly you want for input for the this u-net.
Do you really want just the raw links or <a href> style links with anchor text, or both?
Can these links be interior links, not just domain names?

Just raw links
Yes they can be interior links.
Well you can have up to 6 URL+Keyword Combinations for the U-net and as many as you want for other packages but I wouldn't reccomend using more than 10 Combos for other packages since each keyword would get very little links and the effect won't be that great !

I would use 3 links each with 1 or 2 keywords not more
