Here is the list of factors we use to rank on Youtube:

title
description
tags
views
ratings
comments
playlist additions
flagging
embeds
shares
channel views
subscribers
inbound links (links from outside of YouTube pointing to your videos)

Do not discount the last one, some good inbound links help a lot, and if done correctly on relevant content sites, will likely generate a lot of organic viewing.

Views, ratings and comments can all be bought in various places on this forum as a service. If you have a large set of Youtube accounts, channels and videos, you can do a lot of the above within your own video network.

Also don't forget about other video sites that are not Youtube. We have entire page 1 pages in the Google serps that are populated by various copies of relevant videos that are posted on multiple video sites. A lot of people are so focused on blogs and articles that they forget that you can take over page one on Google with videos, but to do so your strategy has to go beyond just the Youtube site.
