We can't send less than 10,000 to a page, unfortunately. Also, although we can send the visitors to the youtube ( I assume this is what you are talking about) page we can't say exactly how that will translate to your video views.

Rotators are probably not a problem. We have used them before with success, but I'd probably need to see the exact url and how it redirects before I confirmed that it would be okay.

We can adjust the speed as necessary. We have several different speeds to set the traffic at. This is only for worldwide traffic though. With US we cannot control the flow, it delivers at its own pace.
