Nobody in the world, nor Google itself can guarantee such a thing. What i can do is to tell you what I have observed in the last 2/3 months.

In April 2010 Google re-calculated the PR of the sites. More than 90% of the pages didn't change PR. Less than 10% of the pages decreased the PR and less than 10% increased their PR.
