It depends on the package.

One note: We are using expensive proxies where we pay for data, and It's very costly.

You'll notice that many CTR platforms don't allow you to geotarget with a city. This is most likely because they're using cheaper proxies that limit them to Country only, which isn't going to produce the same results.

So if you're in the market and comparing our "click cost" to others, keep in mind the value of a click that is actually going to provide a result vs something like a datacenter proxy click which is easily detected by Google.
