Look at cost per click
In my experience, for this keywords you need 4-8 links with DA 30-39 (this is an old pr4 approximately) for Google Top1 and a good niche expired domain can speed up the wait.
You can even estimate how much money there will be from such a keyword in the top:
12100 volume is 150 uniques per day from 1st place, 5% to adsense is 7-8 clicks per day = about $600 daily.
This is keyword in mathematics, but it’s not difficult there, it’s a simple formula to explain, there is info on other sites.

Online Service (26, 27 and 28 package) keywords really have low competition, but you need to order a simple online service for the proger, I don’t know how much it will cost you, but I think up to $ 1000
